He is the son of the modernist painter Victor Oteyaza. He graduated with a Bachelor of Fine Arts degree from the University of Santo Tomas. His fascination with science, invention and energy led him to create Rotating Perspectives, Dyslexart, Emerging Dimensions, Light Wave Reflections, and Time Frames. He has held several solo exhibitions including “Magic Circles.” in 2009 and “Dyslexart,” in 2008 both at the Philippine Center. He pioneered the annual exhibition “Brown Strokes on White Canvas” held every Philippine Independence Day at the Philippine Embassy, in Washington D.C. He is past president of the International Artists Support Guild. He has exhibited throughout the Washington D.C. Metropolitan area; Florida, Atlanta, Georgia, New York, Illinois; France, Italy, India; Egypt and Manila.
